Again, difficult to make suggestions without knowing which version of Zimbra you're on.  Here's a screenshot of the preferences for Zimbra 8.6 which shows that you can set the size of both display and print text.

Can you verify if this is the ONLY filter that's active? If it is not, then it's possible that another filter is acting on the message first and that filter has been configured not to run any additional filter rules after it.
