Why are you posting about a problem that happened 9 months ago? Your post also has the answer, port 10024 is already in use by something you've installed - you need to find what's using it and stop/ remove that product from your server, this is not a Zimbra problem.

You're going to have to give more information about this problem. Has this just happened? Have any changes been made to your server or ZCS recently? Have you looked in the log files to find out why the services are stopped and won't start? What steps have you taken too try and resolve this problem? ...

By any chance do you use Ubuntu and have you updated that recently? You should always provide the ZCS version by posting the full output of the full output of the following command:

So with that, I’m thinking that it’s not updating my configuration some place to add in my new external host IP addreses, but I’m at a lost of to where to look any further. I’ve also rebooted the server each time I’ve made configuration changes just make sure they were updating. So there must be so...

The magic word you're looking for is 'fallback' to allow authentication via ZCS. Enter the following two words in the search box (top right on this page): fallback authenticate - that will get you the details you need.

This is not caused by Zimbra it's most likely because of the updated kernel, take a look at this thread: viewtopic.php?f=15&t=64696
