finally, issue resolve. after all it is not zimbra issue at all. we forgot that we installed CSF on the server and tightened up syslog write to only specific group. adding zimbra to the csf.syslogusers and restart csf n rsyslog solve the issue. always remember to check if zimbra is part of the group...
