Global Address Lists not sync

Hello there,
I have zimbra network 8.7.11 installed, users accessing from web based and zimbra desktop
I have setup GAL poll interval every 1 minute, but the problem the GAL is empty in webclient and zimbra desktop. Can somebody is help me out..?
