Although I was informed to disable legacy backup, I had left it enabled.

After patching to latest Zimbra version 8.8.15P12, the full legacy backup seems to be working again.

Thank you for this link. Although I am comfortable with terminal, it would still be nice to have some anti-spam functionality on the web administration, simple content filter blocking, whitelisting and blacklisting.

Zimbra support informed me Legacy backup is no longer maintained. This is unfortunate because the incremental seems to still work so it is likely not a major fix to resolve this. Having this exact same issue. Was working fine before the last patch 8.8.15 P9. Pretty sure it even worked for a few weeks after I patched. It is asking you for the information for the Zimbra account you want to migrate your PST too.
Host = Your Zimbra server
Port = 443
Username = The Zimbra Email Account
Password = The Zimbra Email Account password
