zmlogswatchctl is not running after upgrade of Zimbra and Ubuntu

I recently upgrade Zimbra from 8.6.0 to 8.8.15 and then upgraded my server from Ubuntu 14.04 to 16.04 and then 18.04. No issues during these upgrades.
