to summarise, I ended up going back to mailcleaner, as I realised that on the user interface side, it was a better "experience" for the users (despite being less configurable on the sys-admin side).

I went ahead and created the entries in master.conf.in, and testing with openssl as well as with email clients seems to indicate this is working.
