Zimbra Network Licenses only allow you to create accounts up to the maximum number specified in your license. You would not be able to create that 51st account with a 50-seat license. Now that you are on Network Edition you are entitled to open a Support Case for issues like this. Don’t not post in the forums of course, but don’t hesitate to open a Support Case either. ldap_bind_url has been empty on every system I’ve touched for a number of years, and I also have a recollection that Support told me it is no longer used.

Sounds like you’ve found a residual use there!
