only ZCSPSTImportWizard-8.6.0.1307.zip legacy does work for me

scenario: migration outlook with pst with POP3 and zimbra of another provider to the same outlook, connector, our zimbra
We have to import pst, a nightmare of u don't use legacy tool ZCSPSTImportWizard-8.6.0.1307.zip
We have tried ZimbraMigration_8.6.0.1307_x*.zip with windows 10 and windows 7, at last we fall back to use legacy with port 80, legacy with ssl does not work.
Sorry to be vague, at this moment I am not able to list all the combination unsuccessful.
