Error COS maximum customer accounts

Hi
We are offering Zimbra services in the cloud.
Once COS configured for maximum customer accounts, (Here you have an example with differents COS in the same domain):



Maximum accounts for this domain: 12

COS Limit

Maximum accounts per COS: COS1 10

COS2 2



That's good, and runs properly.

The problem comes when a user tries to remove some forwarding or mail filter, getting this error:

by now, the only way to be able to remove this forwarding or mail filter, is increasing by one (1) user acconts by COS, that means giving additional pay accounts per domain for free.
Please, anybody else got this problem , or knows another way to solve it ?
