i had this problem when i moved my zimbra folder to a new server. even after searching online and following the steps other people mentioned, the issue was not resolved.
after digging in the logs, i found the ip address in /opt/zimbra/jetty-distribution-9.1.5.v20140505/etc/jetty.xml was of the old server.
just search for "host" keyword in the file. you will find its value sometimes "localhost", keep it as it is. and sometimes a wrong ip, correct the ip and restart zimbra.
good luck.
