CentOS 7.3 and Zimbra 8.7.2 Starting logger logswatch failed

I have old server(CentOS 7.3 and Zimbra 8.7.2) I try to move new server cause hardware problems, the new server install same version of OS and the zimbra with Letsencrypt, it works
However, there are error when zmcontrol start with
Starting logger…Failed.
Starting logswatch…failed

After test again with CentOS 7.3 and Zimbra 8.7.2
package rsyslog 7.4.x make Starting logger logswatch failed

Anyone, who have experience about rsyslog please help
