Process of migrating; Internal Dual Delivery

Hi everyone,
I am new at my organization, and I've been put in charge of migrating their email services. I'm running into a problem with zimbra serverside. I am supposed to have everything on our main zimbra server duplicated on a legacy system. The way they wanted this done was to have all mail that comes into our domain hit our security device, copied, and delivered to the main Mail server, Zimbra, and the copy sent to the Legacy system. The legacy system is to be used by a rare few individuals and all internal mail on that server is duplicated and sent to our Main, so everything is in sync. That is working flawlessly.

Where we are having trouble is getting zimbra to send a copy of internally delivered mail to our legacy system. I for the life of me cannot seem to get this to work properly.

So, just a summary:
Internet Incoming mail --> SecurityDevice Working
SecurityDevice --> Main(Zimbra) + Legacy(MailVault) Working
Legacy internal email to another internal user --> Main(Zimbra) Working
Main(Zimbra) internal email to another internal user -X-> Legacy Not Working
Outgoing(to internet) mail from Main+Legacy --> Internet Working

Its been almost a month. No contact at all. Has nobody tried to do it this way before? or ever used the outbound MTA?
