How to do a global webmail filter

Hi Team,

just a quick check. is it possible or is there a way that we can use to create a global webmail filter? the main objective is to automatically create folders under their account like marketing, social and so on. for example all email coming from facebook to social folder and also getresponse go to marketing. when the account being created these folders and filters will automatically being created without having user to manually create it.
