Block users from sending mails to Distribution Lists-

Followed the link https://wiki.zimbra.com/wiki/Enabling_a ... bra_milter to block my users
Tried this. But still the users can send mails to the List.
Iam using Zimbra 8.6 open source edition.

Followed the wiki

everything worked fine.But after changing this started the milter server.
Then executed the following command and it worked fine,
zmprov grr dl xxxxccounts@xxxx.com usr xxx@xxx.com sendToDistList

when I checked the user it resturns the following

zmprov ckr dl xxxxccounts@xxxx.com user1@xxx.com sendToDistList
ALLOWED
Via:
target type : dl
target : xxxxccounts@xxxx.com
grantee type : usr
grantee : xxx@xxx.com
right : sendToDistList
After that I checked the same with another user and the output is
zmprov ckr dl xxxxccounts@xxxx.comm user2@xxx.com sendToDistList
ALLOWED

Ever after that anybody can send mail to the distribution list.

Where I have to check the issue?
