How to configure policyd on Zimbra 8.8.8 or 8.8.9

I have enabled policyd on zimbra 8.8.8 but all emails are rejected even within domains and I don't find any tables under cbpolicyd.sqlitedb. Please help me enable and implement policyd correctly on zimbra 8.8.8 or 8.8.9.
