Local spam rules not working

Our 8.8.12_GA does not seem to be using the rules in /opt/zimbra/data/spamassassin/localrules/
I have made additions to salocal.cf and also tried adding the full file sakam.cf but none of them seem to be adding scores.
I tested a few email with keywords in the rules. I also tested messages with key words in the /rules/ folder and it does seem those are working

Am I missing something?
