Delay / Hold outgoing mail

I'm wanting to delay or hold all outgoing email from Zimbra. I've checked into smtpd_recipient_restrictions for postfix but not sure if that's the best route to take. Does anyone have any advice on what would be the best way to accomplish this? I'd like outgoing mail held in the deferred queue.
