I am trying to add a distribution list for delegated admin, but when I create the new distribution list, there is no checkbox for "Admin Group."
I'm using the default admin account.
I'm Using Zimbra Collaboration Suite 7.1.2 Community Edition. Is this only for Network Edition?

Delegated administration within the Admin Console is a Network feature not available in the Community Edition.

I figured out that I could get what I wanted with these three steps:
zmprov ma useradmin@mydomain.com zimbraIsDelegatedAdminAccount TRUE
zmprov ma useradmin@mydomain.com zimbraAdminConsoleUIComponents domainListView zimbraAdminConsoleUIComponents accountListView zimbraAdminConsoleUIComponents DLListView
zmprov grr domain mydomain.com usr useradmin@mydomain.com domainAdminRights
However, is there a less powerful role I can grant other than domainAdminRights. I would like my "user admins" to be able to modify contact details, create/edit distribution lists, and create new users. That's it.
