Support license vs User count

Hi,
We are using Zimbra Network edition. Total 250 users. Planning to purchase support license (standard) - https://www.zimbra.com/support/support-offerings/

Should we buy license for entire 250 user count or just 25 user count.

Once you buy 250 or more seats, there is a discount, so much better to use a Trail License for up to 60 days to get started right now, as Trial Licenses are good for up to 50 mailboxes, and during that window go get your actual 250 licenses.

I checked with some ZImbra sales and below is the info available;
There are two types of zimbra license - subscription license and perpetual license

Subscription license:
New license of 25mbx will be issued upon renewal. This new license will need to use to activate the server and only 25 users can be used. The rest of existing user will stop working

perpetual license:
customer can't partial renew the support as this will create mismatch support to the account.
If customer only renew 25mbx, then will need to destruct mailboxes (475mbx) that not renew. Customer will need to sign destruction letter and upon renewal we will issue new license 25mbx.
By destruct the license 475mbx, customer will not able to use that license and will need purchase new license if a requirement license in future.
