Restricted Users.

I need a way to restrict certain users within a domain to just send mail to other users on the same domain and not other outside domains. Im sure there has to be a way to do this but Im not exactly sure without procmail. Do the filters work both with incoming mail and outgoing mail? Any ideas would be helpfull.
