Does not work Offline?

Windows version on Vista Business will not start when offline. I'm guessing it should, right?

I would love to but I can't duplicate it! I was in a meeting the other day and I wanted to demonstrate the desktop, started it up and it would not work, now I can't duplicate it.
I'll give it another go when I'm out of the office next and let you know.
