Need option to NOT download emails locally

I have a situation where there are literally hundreds of gigabytes in emails in shared folders that need to be accessed occasionally for storing new emails or referencing old material. Downloading this to each machine is not a good idea. Is there a way, or can there be made a way to access these shared resources in a traditional IMAP way?
