Unable to resize images

ZD: 7.3.0 build 13056
WIN10 64
When an image is imbedded in the message body either via pasting or attaching and ticking "showing images in message body" there are no resize handles; therefor it is impossible to resize.
Edit: if I select "open in web browser" from ZD then the image resize handles appear and work.
