You would use the Admin console to create the domain bar.com
Then when you create a user account, for example user1@foo.com, during that account setup you would specify user1@bar.com as an alias for that user.
This way if a mail came in for user1@bar.com it would appear in the user1@foo.com mailbox.

In my opinion you are spending your energy combating SPAM in the wrong areas. Trying to set up mail filters is not an efficient way of combating SPAM. What kind of mail server were you running prior to installing Zimbra? Perhaps your previous mail server was hijacked and used as a SPAM machine without your knowledge?
