Naaah, if that was the case then the script would not specifically warn about losing Network Edition features, methinks.
Or did you mean you can not downgrade from EXPIRED Network Edition?

I am having this issue too on CentOS6.6 Minimal Server commissioned through Digital Ocean. I did not have the issue before. ZCS8.6NE. I did do the post-install steps referenced here above. I am migrating v7.2 -> v8.6 and I have a a script that processes mails sent to a specific account. On Zimbra v7.2 this is set up according to this wiki, and I wonder if this will work on Z8 too:
