I don't think they are quite ready for always on yet. They have quite a bit of work to do.
As noted in this blog post, Phase 1 looks like it's mostly under-the-hood stuff which has no affect on administation or end-user.

Yes, Zimbra supports those requirements. Multi-tenancy means that you can set up multiple domains and they can be managed individually without seeing each other. outbound.mailhop.org on port 465 uses SSL, and Zimbra's postfix doesn't account for that in a relay.
I believe you may find information on how to tweak it to use SSL with the relay in the wiki.

You're on the right track. Just set up some database on the side that holds the information about what needs to be done when, and make a script that looks at that database for actionable items and act on them.
