I've had a similar problem since updating the OS to Ubuntu 14.04. Zimbra is version 8.0.8.
I think I may have stopped it by zeroing out the /var/log/zimbra-stats.log file. Haven't received the flood of old service status change emails for a few hours now.

Lots of Local Failures when downloading headers only
I get the same thing. Some messages open fine, other give the error message and generate a local sync failure message. The problem only occurs when double-clicking to open the email. Marking the failing emails for download then syncing works fine.
