I believe main.cf will always be rewritten on service restarts. Try using main.cf.default. I believe this is only possible using Zimbra's internal GAL (AFAIK). You can technically sync to Active Directory (using a GAL sync account) and then modify the GAL from the GAL sync account (via ZimbraAdmin) -- however, it's worth noting that any changes will be overwritten when the account synchro...

Try modifying main.cf.default instead. Or consider using the Legal Intercept feature (which IS available in the FOSS edition):

I'm not certain what's causing this and haven't really made any progress determining what WOULD cause this... I did file a bug referencing this topic:
