I've just tested it myself and I can include (e.g.) board.room@domain.com as a participant in the meeting (sent from my.mail@otherdomain.org) and it will 'book' as expected...

That's because the DL isn't in AD. I got around this by using both (internal & external) for GAL and then hiding the user mailboxes from GAL.

How are you 'connecting' Exchange to the remote calendar?
ZCS will sync remote calendars published in ICalendar format. Just check the box and enter the URL when creating a new calendar.
