The subject pretty much says it all. When 'zmcontrol shutdown' is run, zmconfigd stops, it moves on to 'Stopping zimlet webapp...' which eventually fails. In my first post I should have mentioned that I have successfully used this method to migrate from a deprecated O/S to a new one but without changing the Zimbra version.
