Hi,
162% is normal behavior for a 16 core cpu. Do you observe slowness on the server when doing generic tasks? Usually Zimbra uses good amount of resources. Also check the concurrent user logins at peak times.

Hi,
Do you get any errors when restarting the Zimbra server? Try "zmcontrol status" as zimbra user and observe any issues. Also look at zimbra.log
