Its a bug in 7.1.1. Seems it was not able to retain the 'new' account setting during the upgrade for domain admins to create new accounts. We had to push our upgrade further from our schedule. Telnet to the licensing server is fine. I do understand a server will have to go down due to various inevitable reasons but one that serves a purpose like this shouldn't.
