I changed zimbra_session_limit_soap=1000

$ zmlocalconfig -s zimbra_session_limit_soap
zimbra_session_limit_soap = 1000

then:
$zmconfigdctl restart
$zmmailboxd restart

But the problem continues.

Do you have any other ideas?
