I had the same problem after upgrading zimbra from 8.8.15 to 9.0.0 on Centos8.

There is no reason to uninstall the dnscache service if the "zmcontrol restart" command asks you for the zimbra password. I had the same problem after upgrading zimbra from 6.6.15 to 9.0.0 on Centos8. All you need to fix it is to add the next line to /etc/sudoers.d/02_zimbra_dnscache file ...

To fix it:
Change in two lines in /etc/logrotate.d/zimbra file the syslog*.pid into correct name -> rsyslog*.pid.

The latest P6 patсh does not fixed a problem with open-chat. I cheked it today.
