YES. Finally, I found the dll file. IBM had allowed me to download the tool after two days waiting. The ZCS Wizard tool is work now.

You need to have the Notes client installed on the machine which runs the migration tool. But I cannot run this tool on my computer. It show something like missing the file name lcppn30i.dll....
