In that scenario you also imported the LDAP directory (including passwords) from the old server into the new one, so you should use the old passwords everywhere. Did you modify /opt/zimbra/conf.localconfig.xml manually? That means you changed the LDAP passwords in Zimbra's utilities, bot not in LDAP itself?
