Yes,
Just add a new mailbox server, and set your CoS's up so that archived accounts only go to the mailbox server that you designate for archive accounts, and set the other CoS's up so that the archive server is not selected as a valid server for the rest of them.

Persona's are actually the way to do this.
Zimbra Desktop is no longer updated, so you won't see the new ZCS8 features included in ZDesktop, so any "SendAs" permission may not propagate down to ZDestkop.
