I had issue on 8.7.x from a very large IMAP mailbox with multiple connections caused this. Eventually I found in mailbox.log that the messages were not delivered because the IMAP threads had locks on these mailboxes. First be sure that this is definitely zimbra MTA (/opt/zimbra/common/libexec/master running) and not system postfix still running. Then also check

Have you checked that external accounts aren't disabled? Under Manage > Accounts > Boss's user > Features > External IMAP access is checked? was this resolved? the antispam filter will mark as junk. will need to see headers to know why. can disable it. I will have to check my system tomorrow to know what command if you want to disable antispam for domain.
