Zimbra multi server with ldap MMR

Hi,
We have a Zimbra multi server setup that is configured with 3 servers as below. We are able to login web console and Admin console as well. While testing ldap we ran 'ldap stop' on primary ldap and mailbox stopped working communicating with LDAP and giving error as "FATAL [main] [] system - failed to initialize LDAP client

ldap1.dev.domain : ldap+mta+memcache+proxy
ldap2.dev.domain : ldap+mta+memcache+proxy
mb.dev.domain: mailbox
Every server was set both ldap servers as ldap_url and ldap_master_url
