with
apt-get update
apt-get upgrade
is the process safe?

Patches are cumulative so generally safe yes. I believe Zimbra QAs applying patches just one and two patch levels apart, so to be totally safe you should have a rollback mechanism or clone your machine and try the upgrade on the clone first.
I prefer "apt-get dist-upgrade" so as to get newer kernels.
In future I would plan on applying the patches monthly; the last few patches have contained important security updates. One such patch had a recommendation from Zimbra that the patch be applied "immediately".
