We had the same kind of experience after an upgrade from 8.8.12 to 8.8.15 NE, after the upgrade completed NG admin UI-elements were missing. An apt-get update & apt-get dist-upgrade picked up new ng-modules and then a service restart (zmcontrol stop ; zmcontrol start) brought them back.

To be fair though we've also experience the scenario where we ALSO had to redeploy Zimlets via - https://wiki.zimbra.com/wiki/Reinstall_ ... Extensions

I had the same issue with a brand new install of 9 related to the mobile commands
I followed your instructions above but instead of the modulesNG I did MobileNG. That seems to have sorted my issue. (I hope it hasn't caused another :0( )
