Missing Emails on Pop3

Hi I work for medium-sized company. Around 20 users are using one account to access the email which is for their department. All of them are using POP3. And some of them are not receiving all the incoming emails in their inbox. There are some users which are deleting emails which are not for them and I think that this is one of the reasons for the missing emails. I set the option " When messagess are acccessed via POP Incoming deleted messages" to Keep deleted emails in Inbox, but the emails are still missing.
