MAILER-DAEMON goes haywire when mail can't be delivered

Hi ,
I recently encountered an issue where we sent some email messages to a domain that rejected them and the account from which the messages were sent had also been configured to send notifications to an account hosted on the same hosting provider which rejected the mail in the first place.

zimbra account -> mail sent to domain_x -> mail rejected -> got mail rejected email to zimbra account -> sent notification for new email to third party -> third party server rejected the email -> got email rejected email in zimbra account -> sent notification to third party -> email rejected -> and so on...

This is expected and not actually the problem , the problem is that this loop is happening very fast like every few seconds or so and filled up the queue with undelivered MAILER-DAEMON messages
Is there a way to rate-limit this somehow and avoid this kind of loops in the future ?
I would also like to rate limit general email sent from zimbra accounts globally if that's possible so we avoid getting blacklisted if something goes haywire
