Anchor links in Zimbra email?

I am attempting to add anchor links (like a table of contents) for the top of an email newsletter. Many of the recipients use Zimbra. But when I do the anchor links, they don't work for the Zimbra recipients. Works in Gmail, Apple mail, etc.
