When a user sets a forward, that mail is not scanned by amavisd/spamassassin before forwarding.
What would be the best way to get that mail scanned? I'd like to stop forwarding spam.
One way would be to set up an outbound server and scan there, but is there another/better way to do it with the existing config?

Surely the question should be, why is the user getting spam in his inbox and then forward it? You need to determine why these emails are not tagged as spam
when they arrive.
BTW, you're on a very old release of ZCS, you really should get your server updated to the most recent 8.8.15 version ASAP.
