this is listed as a feature, but I can't seem to find it in the admin console or the documentation. Advice?

From the command line:

zimlet listZimlets
Do you see com_zimbra_domainadmin listed?
If so, in the admin UI, under accounts, edit account - you should see a checkbox on the account to make it a "domain administrator".
If that's not there, try this:

zmprov mc default +zimbraZimletAvailableZimlets com_zimbra_domainadmin

tomcat stop

tomcat start
shift-reload in the browser.

I was able to check the box after changing the COS, but it doesn't appear to do anything for the user in question. He only has yahoo and salesforce in his zimlet section.

Setting them as a domain admin will allow them to log into the admin console at https://host:7071/zimbraAdmin with reduced functionality... It doesn't show up in the normal mail app.

I guess I'm not 100% up to speed on how zimlets work.
This user logs in, but gets permission denied on almost everything. The only thing he can do is create a distribution list. he can't add users to his domain or even edit his own account (though he can see it). Is there more to this?

that's not the way it's supposed to work - he should see just admin, alias and DL and be able to modify all of them.
What browser are you using?

Firefox. He can see most of the page, but gets "access denied" when he clicks anything other than "accounts".
