Imposing strong password policy for already created accounts (old accounts)

Hello,
I am using Zimbra 8.6.0 on a Centos 6.9 server. I have enabled the strong password policy through COS i.e Configure > Class of Service > default > Advanced > Password
However, this policy is applied only to the users that are being created after this policy got enabled. The accounts that were created prior to this are still able to set weak passwords. Is there any other configuration which needs to tweaked?
Is there any way to impose the policy for all the users (email accounts) irrespective of when they were created?
