Is there anything that can be done about the incessant popups? For example, I can't scroll down my list of folders without zimbra pushing 5-10 popups in my face, to let me know the name of the folder under the cursor and to block the next three lines.

They are an incredibly annoyance and convey no useful information whatsoever.

I am of the opinion that tooltips exist solely to help UI designers feel good about themselves. They certainly don't exist for users.

Since oracle/zimbra couldn't care less about the web UI's user experience, I dug in to find the offensive html.
This is a ublock origin filter so that one can move the pointer down the folder list without being inundated with worthless in-your-face popups.
