Shared Calendar - Event Deletion

If a user shares a calendar the permissioons for the shared user must be set to ADMIN any other preferences set on a user leads to event deletion if they try to move an event between sub calendars....
If a user is set to Admin then the ebent survives a move from one sub calendar to another....
Is this meant to be like this ? this looks like a bug....
